What is the difference between operable and inoperable?

Operational vehicles are those that have no issue running. They can be driven without any means needed to assist. Conversely, non-operational, or inoperable, denotes those vehicles that need some assistance to load. It needs to roll, brake, and steer ideally. Those vehicles that cannot be readily driven onto a car-hauler truck may require a winch service. Those carriers are typically a little more expensive than normal car haulers since it takes extra effort and time for the loading process.
